CITY HALL PREVIEW NIGHT

Carson City, NV – On August 13, from 5:30 p.m. to 7:00 p.m., the City invites the public to the City Hall Preview Night. The location will be on the corner of Proctor and Plaza, east of the BRIC (108 E. Proctor St.). Learn about the site location as staff shares next steps, exhibits, project timelines, and how the proposal improves service access, supports staff efficiency, invests in long-term community infrastructure, and advances the strategic goal of revitalizing downtown.

During the July 16, 2026, Board of Supervisors meeting, the Board directed the City Manager to continue all preparatory tasks to complete a draft lease purchase agreement for a new City Hall.

In the Carson City FY2022– FY2026 Strategic Plan, the Board identified the need to complete a citywide space needs assessment and, among other things, recognized the need to acquire or lease new office space to establish a centralized customer service center that will serve as the new City Hall.

Q1. Why does Carson City need a new City Hall?

The current City Hall was built in 1970 and is 56 years old. It was originally designed for a bank and has been adapted over time for municipal use, but after 30 years of utilization as a City Hall it is now functionally outdated and insufficient to meet the City's operational needs. The BRIC building on Proctor Street is even older, built in 1947 and now 79 years old. A 2022 space needs assessment identified a need for approximately 44,000 square feet of office space, and the City's current facilities fall well short of that. It is more efficient and less costly in the long run to construct a new City Hall to meet the City’s present and future space needs than to expand existing facilities, buy and reconfigure another facility, or lease space. Additionally, a new City Hall addresses three key strategic plan tactics: 1) providing a centralized customer service center; 2) accommodating the Clerk-Recorder/Public Administrator; and 3) providing sufficient parking for the public and elections.

Since February 2022, the Board has consistently emphasized that City Hall should remain downtown due to its proximity to the State Capitol, the Legislature, and other state buildings. Additionally, downtown is the most accessible part of the city, with public transportation, major roads, and pedestrian infrastructure. City Hall being downtown directly supports Carson City's strategic goals, including economic development, efficient government, quality of life, and sustainable infrastructure. The new City Hall is also envisioned as a cornerstone of downtown revitalization, designed to enhance economic vitality and attract visitors.

The new City Hall is expected to initially house approximately 100 employees. Departments to be consolidated include Human Resources, Finance, Assessor's Office, Treasurer's Office, City Manager's Office, Public Guardian, Clerk-Recorder's Office, and the Community and Economic Development Department, which includes Development Engineering, Building and Code Enforcement. It will also include the new City Board meeting room.

On July 16, 2026, the Board considered a lease-purchase agreement term sheet from HMAF containing proposed, nonbinding terms for the City to lease approximately 45,000 square feet for a new City Hall for an amount not to exceed $30 million, commencing 30 days following the issuance of a certificate of occupancy, at a fixed, non-adjustable rate, with a buyout provision. This Term Sheet also shows the ability and terms of HMAF to obtain a construction loan from a financial institution for this project.

Q10. What are the "off-ramps" in the financing plan?

The direction of the Board on March 19, 2026, was to seek a Lease Purchase Agreement which included “off-ramps” (or prepayment periods) with the intent to purchase when interest rates are favorable. At those points, the City could issue a revenue or general obligation bond to buy out the lease, which is considered the most fiscally responsible financing method as City bonds are non-taxable and carry the lowest interest rates. At the July 16, 2026, meeting, the Term Sheet demonstrated even better terms, as there are no off-ramps, but instead includes no prepayment penalty, so the City can issue a City Bond and buy out the Lease Purchase Agreement at any time, not just specific predetermined times.

Chapter 6 of the Carson City Master Plan states that downtown is the heart and soul of the community and specifically recommends seeking public-private partnerships for catalyst projects and prioritizing downtown revitalization. The Carson City FY 2022–2026 Strategic Plan includes tactics to complete a citywide space needs assessment, relocate the Clerk-Recorder, and establish a centralized customer service center — all of which are addressed by this project.

Following the July 16, 2026, Board meeting, the City Manager was directed to continue with all preparatory tasks to complete a draft lease-purchase agreement for the new City Hall and any other necessary documents, including a separate agreement for required parking accommodations, all to be brought back to the Board for review and consideration at a future meeting. Those tasks and the anticipated timing are listed below.
