NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting may watch the livestream of the Historic Resources Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@carson.org or via mail to the Planning Division at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

The public is invited to address the Commission at this time and comment on and discuss any matter that is relevant to or within the authority of the Historic Resources Commission.

4.    For Possible Action:  Approval of the Minutes from November 3, 2021.

5.    Meeting Items

5.A HRC-2021-0462 For Possible Action: Discussion and possible action regarding a request to replace windows, replace front doors, and replace and expand fencing on property zoned Residential Office (“RO”) located at 212 S. Nevada Street, APN 003-123-03. (Heather Ferris, hferris@carson.org)

Staff Summary: Per the survey information, the subject home was constructed circa 1885.  The applicant is proposing to replace all windows in the building and resize the five existing aluminum windows along the front of the house, replace the existing front doors, and replace existing chain link fencing with wood fencing and expand the fenced area in the front. The Historic Resources Commission (“HRC”) will review the request to determine if the request is consistent with the Development Standards for the Historic District.

5.B HRC-2021-0469 For possible action: Discussion and possible action to elect a Historic Resources Commission Chairman and Vice Chairman for the period of February 2022 to January 2023. (Heather Ferris, hferris@carson.org)

Staff Summary:  The Historic Resource Commission policies and procedures require the Commission to elect a chairman and vice-chairman each January.

5.C HRC-2021-0466 For possible action: Discussion and possible action to approve the Historic Resources Commission Annual Report for 2021 to be presented to the Board of Supervisors.  (Heather Ferris, hferris@carson.org).

Staff Summary: The Historic Resources Commission Policy and Procedures Manual requires the Historic Resources Commission to review a Historic Resources Commission Annual Report prepared by the Carson City Planning Division each year.  This report will be forwarded to the Board of Supervisors in February 2022.  

5.D HRC-2021-0465 For possible action: Discussion and possible action regarding potential nominations for the 2022 Carson City Historic Preservation Awards for outstanding achievements in historic preservation.  (Heather Ferris, hferris@carson.org)

Staff Summary: The purpose of this item is to allow the Historic Resources Commission a forum to discuss the selection and recognition of significant preservation efforts in Carson City in celebration of Historic Preservation Month in May.  

5.E HRC-2021-0467 For possible action: Discussion and possible action regarding a review of the notification procedures for new owners within the Historic District.

Staff Summary:  The Historic Resources Commission (“HRC”) will review the notification procedures and discuss any necessary modifications.

5.F HRC-2021-0468 For possible action: Discussion and possible action regarding a review of Carson City Development Standards related to landscaping in the Historic District.

Staff Summary:  The Historic Resources Commission will review the referenced development standards and discuss potential changes.

**PUBLIC COMMENT LIMITATIONS - The Historic Recourse Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is the Historic Recourse Commission’s aspirational goal to also provide for item-specific public comment.  In order for members of the public to participate in the Historic Recourse Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.  Comments may be limited to three minutes per person or topic at the discretion of the Chair or Vice-Chair in order to facilitate the meeting.
