About The Treasurer

On Monday, May 10, 2021, the Carson City Board of Supervisors appointed Andrew Rasor as the Treasurer of Carson City, Nevada, and in June 2022, Andrew was elected Treasurer.  During his term as Treasurer of Carson City, Andrew worked to have Carson City’s Investment Policy certified by the Government Investment Officers Association in December 2021, and as part of his duties to invest Carson City’s excess funds and work with Carson City’s contracted investment advisors, Andrew received his Certified Government Investment Professional certificate through the Government Investment Officers Association in April 2025.  Andrew has further worked with staff members from the Carson City Treasurer’s Office to streamline revenue collection and Carson City’s adherence to its Cash Handling Policy, and has continued this work with the various offices within Carson City government to expand electronic, online, and telephone payment options for customers.  Andrew has also worked closely with Carson City’s Information Technology Department to ensure Carson City’s compliance and certification with the Payment Card Industry (PCI).

Andrew currently serves as the president of the Association of County Treasurers of Nevada (ACTN) and worked with ACTN members and Assemblymember sponsors to help pass Assembly Bill 133 during the 2025 Nevada Legislature which Governor Joe Lombardo signed into law.  Andrew also serves as a member of the Legislative Committee for the County Fiscal Officers Association of Nevada.

Prior to becoming Treasurer, Andrew served as a sworn law enforcement officer with the Nevada Department of Public Safety (DPS) from 1998-2019, where he retired as a Lieutenant with the DPS Investigation Division (NDI).   At the time of his retirement, Andrew served as the Director of the Nevada Threat Analysis Center (NTAC), the state-operated fusion center, where he oversaw various programs and operations that involved homeland security, criminal intelligence analysis, and the communication center for the SafeVoice Nevada program.  In addition, Andrew served on a variety of commissions and committees within the State of Nevada to include homeland security and child and student safety, as well as various other law enforcement boards and committees.

Andrew graduated from Carson High School, and earned his bachelor’s and master’s degrees from the University of Nevada, Reno.  Andrew is also a graduate of the Federal Bureau of Investigation National Academy and the Northwestern School of Police Staff and Command.
