4.A For Possible Action: Discussion and possible action regarding an application to approve a change of liquor manager to Dining Room with Hard Liquor License (LIQUOR-006691-2021) to Mario Antonio Oviedo Valladares for La Capital Cafe and Grill LLC located at 1795 College Parkway #100, Carson City, NV 89706.
Recommendation: To approve an application to change the liquor manager to Mario Antonio Oviedo Valladares on the Dining Room with Hard Liquor License for La Capital Cafe and Grill LLC at 1795 College Parkway #100, Carson City, NV 89706 subject to the following conditions of approval.
4.B For Possible Action: Discussion and possible action regarding an application to approve a change of liquor manager to Combination package and “on premise” liquor licenses (LIQUOR-004703-2020), (LIQUOR-004705-2020), (LIQUOR-004707-2020), (LIQUOR-006211-2021), and (LIQUOR-004704-2020) to Sarah Miller for Nevada Restaurant Services Inc dba Dotty's #10, Dotty’s #45, Dotty’s #88, Red Dragon Sports Bar #203, and Dotty’s #12 located at 2260 E William St Carson City, NV 89706; 3305 Market St #100, Carson City, NV 89706; 3331 HWY 50 E, Carson City, NV 89701; 1217 S Carson St, Carson City, NV 89701; and 3771 S Carson St, Carson City, NV 89701, respectively.

Recommendation: To approve an application to add Jacqueline Lee Friesell as an additional liquor manager for the Packaged Liquor License for Save Mart Supermarkets LLC dba Save Mart #551 located at 4348 S Carson St, Carson City, NV 89701 subject to the following conditions of approval.
4.E For Possible Action: Discussion and possible action regarding an application to approve a change of liquor manager to Packaged Liquor License (LIQUOR-004895-2020) to Jennifer Lister for The Walgreen Co dba Walgreens #04788 located at 1465 E William St, Carson City, NV 89701.
Recommendation: To approve an application to change the liquor manager to Jennifer Lister for the Packaged Liquor License for Walgreen Co dba Walgreens #04788 at 1465 E William St, Carson City, NV 89701 subject to the following conditions of approval.
4.F For Possible Action: Discussion and possible action regarding an application to approve a change of liquor manager to Packaged Liquor License (LIQUOR-004865-2020) to William White for Smith’s Food and Drug Centers Inc. dba Smith’s #356 located at 599 E William St, Carson City, NV 89701.
Recommendation: To approve an application to change the liquor manager to William White for the Packaged Liquor License for Smith’s Food and Drug Centers Inc. dba Smith’s #356 located at 599 E William St, Carson City, Nv 89701 subject to the following conditions of approval.
4.GFor Possible Action: Discussion and possible action regarding an application for a Liquor Catering License (LIQUOR-008257-2023) with Nancy Lopez as the liquor manager for SUAVECITOS MOBILE BAR & EVENTS LLC located at 1617 Maple Creek Drive, Carson City, NV 89701.
Recommendation: To approve an application for a Liquor Catering License with Nancy Lopez as the liquor manager for SUAVECITOS MOBILE BAR & EVENTS LLC at 1617 Maple Creek Drive, Carson City, NV 89701 subject to the following conditions of approval.
4.H For Possible Action: Discussion and possible action regarding an application for a Combination Package and “on premise” Liquor License (LIQUOR-008148-2023) with Candice Turner as the liquor manager Longstraw, LLC dba The Walk-Up located at 318 N Carson St #213, Carson City, NV 89701.
Recommendation: To deny an application for a Combination Package and “on premise” Liquor License with Candice Turner as the liquor manager for Longstraw, LLC dba The Walk-Up at 318 N Carson St #213, Carson City, NV 89701.
4.I For Possible Action: Discussion and possible action regarding disciplinary action for Packaged Liquor License (LIQUOR-007494-2022) M & J Family LLC dba Eagle Gas located at 2152 N. Carson Street, Carson City, NV 89706.
Recommendation: The Hearings Officer may:
1. Issue a fine of one thousand dollars ($1,000.00) to be paid within 30 days, and/or
2. Suspend the liquor license, and/or
3. Revoke the liquor license, and/or
4. Place conditions upon the liquor license.
6. For Possible Action: Adjournment
**PUBLIC COMMENT: Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
