4.A For Possible Action:  Discussion and possible action regarding an application to approve a change of liquor manager to Packaged Liquor License (LIQUOR-004837-2020) to Kory Koskin for Raley’s Inc dba Raley’s #114 located at 3701 S Carson Street, Carson City, NV 89701. 

Recommendation: To approve an application to change the liquor manager to Kory Koskin for the Packaged Liquor License for Raley’s, Inc dba Raley’s #114 at 3701 S Carson Street, Carson City, NV 89701 subject to the following approval.

4.B For Possible Action:  Discussion and possible action regarding an application to approve a change of liquor manager to Packaged Liquor License (LIQUOR-006691-2021) to Mario Antonio Oviedo Valladares for La Capital Cafe and Grill LLC located at 1795 College Parkway, Carson City, NV 89706. 

Recommendation: To approve an application to change the liquor manager to Mario Antonio Oviedo Valladares on the Packaged Liquor License for La Capital Cafe and Grill LLC at 1795 College Parkway, Carson City, NV 89706 subject to the following approval.

4.C For Possible Action:  Discussion and possible action regarding an application to approve a change of liquor manager to Tavern/Bar Liquor License (LIQUOR-004884-2020) to Cheryl L. Webster for The Timbers LLC dba The Timbers Saloon located at 124 E Eighth Street, Carson City, NV 89701. 

Recommendation: To approve an application to change the liquor manager to Cheryl L. Webster for the Tavern/Bar Liquor License for The Timbers LLC dba The Timbers Saloon at 124 E Eighth Street, Carson City, NV 89701 subject to the following approval. 

4.D For Possible Action:  Discussion and possible action regarding applications to add April Gene Bartlett as an additional liquor manager for Packaged Liquor Licenses (LIQUOR-004737-2020), (LIQUOR-004738-2020), and (LIQUOR-004739-2020) Jacksons Food Stores, Inc dba Extra Mile #128; Extra Mile #139; and Extra Mile #169; located at 1400 Rand Ave, Carson City, NV 89706; 1615 E 5th St, Carson City, NV 89701; and 1102 N Carson St, Carson City, NV 89701, respectively.

Recommendation: To approve applications to add April Gene Bartlett as an additional liquor manager on the Packaged Liquor Licenses for three store locations, Jacksons Food Stores, Inc dba Extra Mile #128; Extra Mile #139; and Extra Mile #169; located at 1400 Rand Ave, Carson City, NV 89706; 1615 E 5th St, Carson City, NV 89701; and 1102 N Carson St, Carson City, NV 89701, respectively, subject to the following conditions.

4.E For Possible Action:  Discussion and possible action regarding an application to approve a change of liquor manager to Packaged Liquor License (LIQUOR-004895-2020) to Jennifer Lister for The Walgreen Co dba Walgreens #04788 located at 1465 E William St, Carson City, NV 89701. 

Recommendation: To approve an application to change the liquor manager to Jennifer Lister for the Packaged Liquor License for Walgreen Co dba Walgreens #04788 at 1465 E William St, Carson City, NV 89701 subject to the following approval. 

4.F For Possible Action:  Discussion and possible action regarding applications to approve a change of liquor manager to William Soto for Packaged Liquor Licenses (LIQUOR-004699-2020) and (LIQUOR-004700-2020) Longs Drug Stores California, L.L.C. dba CVS/Pharmacy #9842 and CVS/Pharmacy #9981 located at 1980 N Carson St, Carson City, NV 89703 and 3240 Hwy 50 E, Carson City, NV 89706.

Recommendation: To approve applications to change William for Packaged Liquor Licenses for two store locations, Longs Drug Stores California, L.L.C. dba CVS/Pharmacy #9842 and CVS/Pharmacy #9981 at 1980 N Carson St, Carson City, NV 89703 and 3240 Hwy 50 E, Carson City, NV 89706, subject to the following conditions.

4.G For Possible Action:  Discussion and possible action regarding an application to approve a change of liquor manager to Combination Package and “on premise” Liquor License (LIQUOR-004704-2020) to Kathy McConnahea for Nevada Restaurant Services Inc dba Dotty’s #12 located at 3771 S Carson St, Carson City, NV 89701. 

Recommendation: To approve an application to change the liquor manager to Kathy McConnahea for the Combination Package and “on premise” Liquor License for Nevada Restaurant Services Inc dba Dotty’s #12 at 3771 S Carson St, Carson City, NV 89701 subject to the following approval. 

4.H For Possible Action:  Discussion and possible action regarding an application to add a Tavern/Bar Liquor License to the existing Catering Liquor License (LIQUOR-008243-2023) for The Birdhouse Group LLC dba The White House located at 402 E Telegraph St, Carson City, NV 89701. 

Recommendation: To approve an application to add a Tavern/Bar Liquor License to the existing Catering Liquor License The Birdhouse Group LLC dba The White House at 402 E Telegraph St, Carson City, NV 89701 subject to the following approval.

**PUBLIC COMMENT:  Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
