4.B For Possible Action: Discussion and possible action regarding an application for a Tavern/Bar Liquor License (LIQUOR-008505-2023) with Crystal Sandoval and Ivan Lopez as the liquor managers for El Billar LLC located at 208 E Winnie Ln, Carson City, NV 89703.

4.C For Possible Action: Discussion and possible action regarding an application to add Liquor Catering to the existing dining room with hard liquor license (LIQUOR-004698-2020) with Tanya McCaffery as the liquor manager for Carson Martin LLC dba Cucina Lupa / Park Home Ranch Catering located at 308 N Curry St, Carson City, NV 89703.

4.D For Possible Action: Discussion and possible action regarding an application for a Dining Room with beer and wine Liquor License (LIQUOR-008588-2024) with Manpreet Kaur as the liquor manager for Flavors of India, LLC located at 240 E Winnie Lane, Carson City, NV 89706.

4.E For Possible Action: Discussion and possible action regarding an application to approve a change of liquor manager to Scott Alan Hersh for general wholesale distributor liquor license (LIQUOR-003996-2020) for Breakthru Beverage Nevada, LLC located at 100 Distribution Drive, Sparks, NV 89441.

**PUBLIC COMMENT: Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
