NOTICE TO THE PUBLIC

6.A. LU-2023-0313 For Possible Action: Discussion and possible action regarding an application from Eduardo Vega (“Applicant”) for a special use permit (“SUP”) to allow for the construction of an addition to an existing accessory structure with a cumulative square footage totaling 100.5 percent of the size of the primary structure on property zoned Single Family 1 Acre (“SF1A”) located at 870 E. Roland Street, Assessor’s Parcel Number (“APN”) 009-212-10. (Lena Reseck, lreseck@carson.org)
Staff Summary: The Applicant is proposing the addition of an 870 square foot carport to an existing 1,200 square foot detached garage. A carport is a permitted accessory use in the Single Family 1 Acre zoning district; however, Carson City Municipal Code (“CCMC”) 18.05.055 requires approval of an SUP if the cumulative square footage of the accessory structure(s) on-site are more than 75 percent of the square footage of the primary structure. The primary structure is 2,180 square feet.
6.B. LU-2023-0309 For Possible Action: Discussion and possible action regarding a request from the Carson City (“Applicant”) for a special use permit (“SUP”) to allow for the construction of a new building to house a fire station, an emergency operations center, information technology offices and associated parking on parcels zoned Public Regional (“PR”), located at 3645 and 3770 Butti Way, Assessor’s Parcel Numbers (“APNs”) 010-031-04 and 010-037-02. Staff Summary: The Applicant is requesting an SUP to allow for the construction and operation of a new a 18,077 square foot building to house a fire station, an emergency operations center and information technology offices on APN 010-031-04. The Applicant is proposing to improve and expand the existing parking lot located on APN 010-037-02, directly across Butti Way from the proposed building. The Planning Commission is authorized to approve an SUP.
6.C. MPA-2023-0329 For Possible Action: Discussion and possible action regarding a request from Carson City (“Applicant”) for the adoption of a resolution approving a Master Plan amendment and recommending approval of the amendment to the Board of Supervisors (“Board”) to change the Master Plan designation from Low Density Residential, Mixed Use Commercial and Open Space to Low Density Residential for a ±73.43 acre parcel located to the west of the terminus of Rhodes and Betts Streets, Assessor’s Parcel Number (“APN”) 009-031-29. Staff Summary: Through the annual review of the Master Plan and zoning map, the Board and staff have identified the subject parcel as appropriate for consideration of a mapping correction. The requested Master Plan amendment is being made concurrently with the request for a zoning map amendment (ZA 2023-0330).
6.D. ZA-2023-0330 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors (“Board”) concerning a request from Carson City (“Applicant”) for a proposed ordinance amending the zoning map to change the zoning of properties from Single Family 12,000 (“SF12”), Conservation Reserve (“CR”) and Limited Industrial (“LI”) to Single Family 21,000 (“SF21”) on parcels totaling ±81.09 acres located to the west of the terminus of Rhodes and Betts Streets, Assessor’s Parcel Numbers (“APNs”) 009-031-05, 009-031-07, 009-031-08 and 009-031-29. ZA-2023-0331 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors (“Board”) concerning a request from Carson City (“Applicant”) for a proposed ordinance amending the zoning map to change the zoning of properties from Single Family 12,000 (“SF12”) and Limited Industrial (“LI”) to Multifamily Apartment (“MFA”) on parcels totaling ±8.38 acres located to the north of Betts Street, to the south of Rhodes Street and ±290 feet to the west of South Curry Street, (“APNs”) 009-031-09, 009-031-10, 009-031-11, 009-031-19 and 009-031-20. Staff Summary: Through the annual review of the Master Plan and Zoning Map, the Board and staff have identified the subject parcels as appropriate for consideration of a mapping correction. The property has a Master Plan land use designation of High Density Residential and this amendment would bring the site into conformance with the Master Plan land use designation.

**PUBLIC COMMENT LIMITATIONS – The Planning Commission will provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak.
