HISTORIC RESOURCES COMMISSION

AGENDA

NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting may watch the livestream of the Historic Resources Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@carson.org or via mail to the Planning Division at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

5.A   HRC-2021-0176 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors for a request for a Historic Tax Deferment on property zoned Single Family 6,000 (SF6), located at 503 West Robinson Street, APN 003-232-06. (Heather Ferris, hferris@carson.org)

Staff Summary:  The subject property may be eligible for the Open Space Use Assessment, commonly known as a Historical Tax Deferment, as a result of its historical status in Carson City. The Commission makes a recommendation to the Board of Supervisors based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.

5.B   HRC-2021-0265 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors for a request for a Historic Tax Deferment on property zoned Downtown Mixed-Use (DTMU), located at 412 N. Curry Street, APN 003-225-10.  (Heather Ferris, hferris@carson.org)

Staff Summary:  The subject property may be eligible for the Open Space Use Assessment, commonly known as a Historical Tax Deferment, as a result of its historical status in Carson City.  The Commission makes a recommendation to the Board of Supervisors based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.
 
5.C    HRC-2021-0295 For Possible Action:  Discussion and possible action regarding a recommendation to the Board of Supervisors for a request for a Historic Tax Deferment on property zoned Residential Office (RO), located at 214 W. King Street, APN 003-215-03.  (Heather Ferris, hferris@carson.org)

Staff Summary:  The subject property may be eligible for the Open Space Use Assessment, commonly known as a Historical Tax Deferment, as a result of its historical status in Carson City.  The Commission makes a recommendation to the Board of Supervisors based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.
 
5.D   HRC-2021-0274 For possible action:  Discussion and possible action regarding a request for replacement of a lawn area with rock, removal of railroad ties and plants, and the addition of two new trees on property zoned Residential Office (RO), located at 904 N. Nevada Street, APN 001-186-04.  (Heather Ferris, hferris@carson.org)

Staff Summary:  The applicant is seeking to replace a lawn area with rock, remove railroad ties and existing plants, and add two trees.  The Commission will review the request to determine if the proposal is consistent with the Development Standards for the Historic District.

5.E   HRC-2021-0312 For possible action: Discussion and possible action regarding a request to construct an apartment complex on property zoned Downtown Mixed Use (DTMU), located at 222 E Washington Street and 201 E William Street APNs 002-161-06 and 002-161-07.  (Heather Ferris, hferris@carson.org)

Staff Summary:  The subject property was the location of the V&T Railroad Shop Complex.  The applicant is proposing the construction of a 207-unit apartment complex, including a total of 5 buildings, each 3 stories in height.  The Commission will review the request for compliance with the guidelines for the historic district.

**PUBLIC COMMENT LIMITATIONS - The Historic Recourse Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is the Historic Recourse Commission’s aspirational goal to also provide for item-specific public comment.  In order for members of the public to participate in the Historic Recourse Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.  Comments may be limited to three minutes per person or topic at the discretion of the Chair or Vice-Chair in order to facilitate the meeting.
