NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting may watch the livestream of the Historic Resources Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@carson.org or via mail to the Planning Division at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

Members of the public are invited to address the Commission at this time and comment on any matter that is relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.  No action may be taken on a matter raised under this public comment portion of the agenda, unless the matter is already specifically included on the agenda as an item upon which the Commission may take action later in this meeting.

4.    For Possible Action:  Approval of the Minutes from September 9, 2021.


5.    Meeting Items

5.A HRC-2021-0378 For Possible Action:  Discussion and possible action regarding a Determination of Eligibility for the National Register of Historic Places for the Federal Building in Carson City, on property zoned Public Regional (“PR”) and located at 705 N Plaza Street, APN 004-262-02.

Staff Summary:  The U.S. General Services Administration has completed a Determination of Eligibility for the National Register of Historic Places (“NRHP”) for the Federal Building in Carson City because the building is 50 years old.  The report concludes that the Federal Building not eligible for the NRHP.  The Historic Resources Commission will review the report and provide comment.

5.B  HRC-2021-0379 For Possible Action:  Discussion and possible action regarding a Section 106 Technical Report prepared due to Federal permitting for telecommunications equipment at the Bristlecone Building on the Western Nevada College campus, on property zoned Public Regional (“PR”) and located at 2201 W College Parkway, APN 007-521-01.

Staff Summary:  The proposed telecommunications equipment requires permitting through the Federal Communications Commission, and an analysis of the potential impacts on cultural resources has been prepared as a part of the permitting process.  The report concludes that historic properties will not be affected by the telecommunications equipment.  The Historic Resources Commission will review the report and provide comment.  

5.C  HRC-2021-0312 For Possible Action:  Discussion and possible action regarding a review of the information provided for compliance with the requirement for the applicant to submit to the Historic Resource Commission (“HRC”) for review and approval, archaeological due diligence and monitoring and curation protocols (condition #7) of HRC-2021-0312 which proposes the construction of an apartment complex on property zoned Downtown Mixed Use (“DTMU”), located at 222 E Washington Street and 201 E William Street, APNs 002-161-06 and 002-161-07. 

Staff Summary:  The HRC previously reviewed and approved a request to construct an apartment complex on two adjacent parcels.  APN 002-161-07 is located within the Historic District; however, APN 002-161-06 is not.  The HRC’s approval was subject to condition #7 which required the applicant to submit an archaeological due diligence and monitoring and curation protocols to the HRC for review and approval.  The applicant is presenting the due diligence and protocols for the HRC’s consideration.

5.D  2021-0337 For possible action: Discussion and possible action regarding a request to replace wood decking and railing on the porch and lattice skirting under the porch; extend and partially enclose the porch; and remove the lawn located in the planting strip between the road and sidewalk, on property zoned Single Family 6,000 (“SF6”), located at 506 W Spear Street, APN 003-232-01.  (Heather Ferris, hferris@carson.org)

Staff Summary:  Per the 1980 Carson City Resources Inventory, the subject home was constructed in 1934.  The applicant is proposing to replace painted wood decking with grey wood grain trex, painted wood railing with black iron railing, remove privacy lattice and replace with painted wood siding under the porch, extend and partially enclose the porch, and replace the lawn located in the planting strip with gravel.  The Commission will review the request for compliance with the guidelines for the historic district.

**PUBLIC COMMENT LIMITATIONS - The Historic Recourse Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is the Historic Recourse Commission’s aspirational goal to also provide for item-specific public comment.  In order for members of the public to participate in the Historic Recourse Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.  Comments may be limited to three minutes per person or topic at the discretion of the Chair or Vice-Chair in order to facilitate the meeting.
