4.A For Possible Action:  Discussion and possible action regarding an application for a Wholesale Liquor Distributor liquor license (LIQUOR-008008-2023) with Steve Kalfas as the liquor manager for Atlantis Bevco, LLC located at 3111 S Valley View Blvd Ste 309 #437, Las Vegas, NV 89102.    [ Late Material ]

Recommendation: To approve an application for a Wholesale Liquor Distributor liquor license with Steve Kalfas as the liquor manager for Atlantis Bevco, LLC located at 3111 S Valley View Blvd Ste 309 #437, Las Vegas, NV 89102 subject to the following approval.

4.B For Possible Action:  Discussion and possible action regarding an application for a Dining Room with Beer/Wine liquor license (LIQUOR-008003-2023) with Dilraj Kaur as the liquor manager for DAYAMEHAR2 LLC dba Flat Earth Pizza located at 2010 E William Street, Carson City, NV 89701. 

Recommendation: To approve an application for a Dining Room with Beer/Wine Liquor License with Dilraj Kaur as the liquor manager for DAYAMEHAR2 LLC dba Flat Earth Pizza at 2010 E William St, Carson City, NV 89701 subject to the following approval.

4.C For Possible Action:  Discussion and possible action regarding an application to add Liquor Catering to existing liquor license (LIQUOR-004849-2020) with James Colgan IV as the liquor manager for Highball LLC dba Westside Pourhouse / Pourhouse located at 110 W Telegraph Street, Carson City, NV 89703. 

Recommendation: To approve an application to add Liquor Catering to the existing Liquor License with James Colgan IV as the liquor manager for Highball LLC dba Westside Pourhouse / Pourhouse at 110 W Telegraph St, Carson City, NV 89703 subject to the following approval.

4.D For Possible Action:  Discussion and possible action regarding an application to add Jillian Kaye Rush as an additional liquor manager to Liquor License (LIQUOR-004702-2020) Dolgen Midwest, LLC dba Dollar General Store #14780 located at 3059 Hwy 50 E, Carson City, NV 89701. 

Recommendation: To approve an application to add Jillian Kaye Rush as an additional liquor manager to the existing Liquor License for Dolgen Midwest, LLC dba Dollar General Store #14780 at 3059 Hwy 50 E, Carson City, NV 89701 subject to the following approval.

4.E For Possible Action:  Discussion and possible action regarding an application for a Dining Room with Hard Liquor License (LIQUOR-007976-2023) with Daniel Dunbar as the liquor manager for Homegrown Bowling LLC dba HomeGrown Bowl, Bar Grill and Billards located at 4600 Snyder Ave, Carson City, NV 89701.   [ Late Material ]

Recommendation: To deny an application for a Dining Room with Hard Liquor License with Daniel Dunbar as the liquor manager for Homegrown Bowling LLC dba HomeGrown Bowl, Bar Grill and Billards at 4600 Snyder Ave, Carson City, NV 89701 based on the finding that the applicant is unsuitable for the issuance of a liquor license as outlined in the 6/13/2023 memo from the Sheriff’s Office.

4.F For Possible Action:  Discussion and possible action regarding applications for Packaged Liquor Licenses (LIQUOR-007940-2023), (LIQUOR-007943-2023), and (LIQUOR-007945-2023) with John Norman as the liquor manager for three store locations, Save Mart Supermarkets LLC dba SAVE MART SUPERMARKETS #552; SAVE MART SUPERMARKETS #551; and FOODMAXX #449; located at 3620 N CARSON ST CARSON CITY, NV 89706; 4348 S CARSON ST CARSON CITY, NV 89701; and 3325 HWY 50 E CARSON CITY, NV 89701, respectively.

Recommendation: To deny applications for Package Liquor Licenses with John Norman as the liquor manager for three store locations, Save Mart Supermarkets LLC dba SAVE MART SUPERMARKETS #552; SAVE MART SUPERMARKETS #551; and FOODMAXX #449; located at 3620 N CARSON ST CARSON CITY, NV 89706; 4348 S CARSON ST CARSON CITY, NV 89701; and 3325 HWY 50 E CARSON CITY, NV 89701, respectively, based on the finding that the applicant failed to complete the background investigation in a timely manner and therefore, cannot be found to be suitable for the issuance of a liquor license.

**PUBLIC COMMENT:  Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
