NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.
Members of the public who wish only to view the meeting may watch the livestream of the Planning Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

6.A LU-2021-0346 For Possible Action: Discussion and possible action regarding a special use permit to retain an existing billboard on property zoned General Commercial (“GC”) located at 4440 Hwy 50 East, APN 008-281-11. (Lena Reseck, lreseck@carson.org) Late Material, Late Material Part 2
SUMMARY: The applicant is requesting to retain the existing billboard in its present location. No changes are proposed for the billboard. Per Carson City Development Standards section 4.8.3(2), a special use permit issued for a billboard automatically expires five years from the date of issuance. The previous special use permit was approved on November 30, 2016. The Planning Commission is authorized to approve a special use permit.
6.B LU-2021-0344 For Possible Action: Discussion and possible action regarding a request for a special use permit to allow a congregate care facility for the residential treatment of substance abuse on property zoned General Commercial (“GC”) located at 788 Fairview Drive, APN 009-551-31. Summary: The applicant is requesting approval to operate a 50-bed residential treatment facility for substance abuse. The facility will allow clients to temporarily reside on-site while receiving treatment. The facility will employ 15 staff members including a cook, director, licensed substance abuse counselors, administrative staff, and peer support staff. Per Carson City Municipal Code (“CCMC”) Section 18.04.135 a congregate care facility is a conditional use in the GC zoning district and therefore requires approval of a special use permit. The Planning Commission is authorized to approve a special use permit.
6.C LU-2021-0296 For Possible Action: Discussion and possible action regarding a request for a special use permit to allow for collocation of wireless facilities on an existing stealth monopine communication tower on a property zoned Single Family 5 Acres (“SF5A”), located at 5364 Sierra Highlands Drive, APN 007-051-66. Summary: The applicant is proposing to collocate facilities at an existing ±98-foot tall stealth monopine communications facility site. The proposal includes installation of new antennas and associated ground equipment within the existing footprint of the lease area. This proposal will not result in an increase to the monopole height. Per Carson City Municipal Code (“CCMC”) Section 18.15 (Communication Facilities and Equipment), wireless communication facilities, including collocated facilities, are not permitted within residential zoning districts without first obtaining approval of a special use permit. The Planning Commission is authorized to approve a special use permit.
6.D LU-2021-0345 For Possible Action: Discussion and possible action regarding a special use permit for outdoor storage accessory to personal storage within an enclosed building on property zoned General Commercial (“GC”), located on the southeast corner of College Parkway and Sherman Lane, APN 008-291-05. Summary: The applicant is proposing a storage facility with a ±2,440 square foot office, ±28,750 square feet of enclosed personal storage, and ±72,000 square feet of outdoor storage area to store ±98 recreational vehicles. Outdoor storage as an accessory use which occupies more than 20% of the site requires a special use permit. The Planning Commission is authorized to approve a special use permit.

**PUBLIC COMMENT LIMITATIONS - The Planning Commission will, as called to order, each provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item-specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
