NOTICE TO THE PUBLIC
Members of the public who wish only to view the meeting may watch the livestream of the Planning Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

6.A LU-2022-0061 For Possible Action: Discussion and possible action regarding a request for a special use permit for a fence located within the front setback area which exceeds the allowable fence height on property zoned Single Family - 1 Acre (“SF1A”) and is located at 3809 Ponderosa Drive, APN 009-137-07. Summary: Per Carson City Development Standards (“CCDS”) 1.13.5.a a sight obscuring fence may not exceed three feet in height when it is located in the front building setback. The applicant has constructed a fence that is a combination of open view and solid fencing/wall totaling 6 feet in height. Per CCDS 1.13.7, fences within setbacks may be permitted in excess of ordinance requirements by approval of a special use permit. The Planning Commission is authorized to approve a special use permit.
6.B AB-2022-0086 For Possible Action: Discussion and possible action regarding a request for the abandonment of a public right-of-way (Balsam Street) totaling approximately 60 feet, abutting the properties located at 5179 Silver Sage Drive, APN 009-232-03, 5229 Silver Sage Drive, APN 009-233-01, and 5290 Center Drive, APN 009-233-02. Summary: Balsam Street was dedicated to the public per Parcel Map 1717 on September 18, 1989. Balsam Street was never constructed. If approved, the entire 60-foot-wide portion of Balsam Street will be abandoned and this area will be absorbed into the abutting parcels. Per CCMC 17.15, the Planning Commission makes a recommendation to the Board of Supervisors regarding requests for right-of-way abandonment. The Board of Supervisors is authorized to abandon the right-of-way.
6.C LU-2022-0118 For Possible Action: Discussion and possible action regarding a request for an amendment to a special use permit (SUP-17-085) to allow for the construction of a hoop house on property zoned Public (“P”) located at 208 Corbett Street, APN 002-138-17. (Heather Ferris, hferris@carson.org).
Staff Summary: The applicant is proposing to construct a small hoop house on the Pioneer High School campus for a student led project. A use may only be established in the P zoning district subject to first obtaining a special use permit or special use permit amendment. The Planning Commission is authorized to approve a special use permit.
6.D LU-2022-0116 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for the construction of a 682 square foot guest building on property zoned Single-Family-6,000 (“SF6”) located at 1802 Rand Avenue, APN 002-231-04. (Heather Ferris, hferris@carson.org).
Staff Summary: The applicant is proposing to construct a 682 square foot guest building. A guest building is a conditional use in the SF6 zoning district; therefore, a special use permit is required. The Planning Commission is authorized to approve a special use permit.
6.E LU-2022-0117 For Possible Action: Discussion and possible action regarding a request for special use permit (“SUP”) to allow for the establishment of a childcare facility on property zoned Single Family – 6,000 (“SF6”) located at 2894 Pinebrook Drive, APN 010-471-12. Staff Summary: The applicant is proposing to establish an in-home childcare business to provide care for a maximum of 12 children. A special use permit is required. The Planning Commission is authorized to approve the special use permit.
6.F LU-2022-0119 For Possible Action: Discussion and possible action regarding a request for special use permit (“SUP”) to allow for the construction of a 126-unit multifamily residential development including the construction of retaining walls within the required setback on properties zoned Retail Commercial (“RC”) located at the intersection of Roop Street and Northridge Drive, APNs 002-101-77 and 002-104-01. Staff Summary: The applicant is proposing to construct a total of 126 multifamily units on two parcels totaling ±4.73 acres in size. To facilitate development of the site, the applicant is proposing retaining walls over 6 feet in height located within the required setbacks. A special use permit is required. The Planning Commission is authorized to approve the special use permit.

**PUBLIC COMMENT LIMITATIONS - The Planning Commission will provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item-specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
