NOTICE TO THE PUBLIC

6.A. LU- 2023-0449 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for the construction of an accessory structure greater than 75% of the primary structure square footage and greater than 5% of the parcel size on a parcel zoned Single Family 6,000 Square Feet (“SF6”), located at 2108 Molly Drive, Assessor’s Parcel Number (“APN”) 002-212-06. (Heather Manzo, hmanzo@carson.org) [Late Material - Public Comment]
Staff Summary: Janel Johnson (“Applicant”) is requesting an SUP to construct a 2,681 square foot detached garage and loft area accessory to a primary single-family residence. The request will result in accessory structures with a cumulative total of 3,089 square feet. The Planning Commission is authorized to approve the SUP.
6.B. LU-2023-0450 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow an addition to the existing fleet maintenance building for tire and welding operations on a parcel zoned Public Regional (“PR”), located at 3303 Butti Way, Assessor’s Parcel Number (“APN”) 010-031-04. (Heather Manzo, hmanzo@carson.org)
Staff Summary: The Carson City Public Works Department (“Applicant”), is requesting an SUP for a 2,111 square foot addition to the existing fleet maintenance building to house tire repair, tire storage and welding operations. The proposed addition will be located at the end of the existing building and will be designed to match the existing façade in materials and colors. The Planning Commission is authorized to approve the SUP.
6.C. LU- 2023-0452 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for the construction of an office and warehouse building and temporary placement of an office trailer on a site zoned Public Regional (“PR”), located at 3320 East 5th Street, Assessor’s Parcel Numbers (“APNs”) 010-031-06 and 010-031-07. (Heather Manzo, hmanzo@carson.org) Part 2.
Staff Summary: The Carson City Public Works Department (“Applicant”), is requesting an SUP for an 8,025 square foot building to house offices and equipment to support Public Works operations. The proposed building will be located on the south side of the site. The Applicant is also requesting placement of a temporary office trailer which will be removed upon completion of the requested building. The Planning Commission is authorized to approve the SUP.
6.D. LU- 2023-0453 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for the establishment of a new marijuana retail store on a parcel zoned General Commercial (“GC”), located at 3060 Hwy 50 E, Assessor’s Parcel Number (“APN”) 008-162-19. Staff Summary: GTI Nevada, LLC (“Applicant”) is requesting an SUP to establish a new 4,500 square foot marijuana retail store, in an existing 5,500 square foot retail building on the north side of Hwy 50 E just west of its intersection with Airport Road. The Planning Commission is authorized to approve the SUP.
6.E. For Possible Action: Discussion and possible action to elect a Planning Commission Chair and Vice-Chair.
Staff Summary: The Planning Commission elects a Chair and Vice-Chair in January to serve a one-year term for calendar year 2024.

**PUBLIC COMMENT LIMITATIONS – The Planning Commission will provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered
public comment and is not subject to the three-minute time limitation.
