2.  Modification to the Agenda - The Carson City Hearings Officer reserves the right to take items out of order, remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

4.A For Possible Action:  Discussion and possible action regarding an application for a Dining Room with Beer/Wine License (LIQUOR-007631-2022) with Nidia Delarosa as the liquor manager for Kei Sushi Carson LLC dba Kei Sushi located at 3220 Hwy 50 E #4, Carson City, NV 89701. 

Recommendation: To approve an application for a Dining Room with Beer/Wine License with Nidia Delarosa as the liquor manager for Kei Sushi Carson LLC dba Kei Sushi at 3220 Hwy 50 E #4, Carson City, NV 89701 subject to the following approval.

4.B For Possible Action:  Discussion and possible action regarding an application for a Tavern/Bar Liquor License (LIQUOR-007642-2022) with John Walter Owens as the liquor manager for Local’s Lair LLC dba The Tap Shack located at 112 Rice St, Carson City, NV 89706. 

Recommendation: To approve an application for a Tavern/Bar Liquor License John Walter Owens as the liquor manager for Local’s Lair LLC dba The Tap Shack at 112 Rice St, Carson City, NV 89706 subject to the following approval.

4.C For Possible Action:  Discussion and possible action regarding an application for a Package Liquor License (LIQUOR-007492-2022) with Arturo De Jesus Estrada-Garcia as the liquor manager for Arturo Estrada (A Sole Proprietorship) dba Panaderia La Barca Meat Market & Deli located at 308 E Winnie Ln, Carson City, NV 89706. 

Recommendation: Deny the Package Liquor License (LIQUOR-007492-2022) with Arturo De Jesus Estrada-Garcia as the liquor manager for Arturo Estrada (A Sole Proprietorship) dba Panaderia La Barca Meat Market & Deli, at 308 E Winnie Ln, Carson City, NV 89706, based on the finding that the applicant is unsuitable for issuance of a liquor license.

4.D For Possible Action: To consider an appeal of the issuance of an administrative citation from M.Y Macias Gomez, LLC dba Rand Avenue Convenience Store (LIQUOR-006730-2021) located at 1800 E William St. #12 & #14, Carson City, NV 89701.

 

Recommendation: Deny request for an appeal of the $100 administrative citation issued to M.Y Macias Gomez, LLC dba Rand Avenue Convenience Store with Yahaira A. Wagner as liquor manager located at 1800 E William St. #12 & #14.

**PUBLIC COMMENT:  Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
