NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045, and subject to any potential changes in state or federal mandates or guidelines, face coverings are no longer required to be worn when attending this meeting in person if you have been fully vaccinated against COVID-19, you are not currently experiencing symptoms of illness and you have not tested positive for COVID-19 within 10 days prior to the date of this meeting. If you do not meet all of the foregoing requirements, you must wear a face covering when attending this meeting in person.

6.A   GM-2021-0131: For Possible Action:  Discussion and possible action to consider regarding a request for a Growth Management approval to allow for a daily water usage above 15,000 gallons per day for a proposed drive-through carwash on property zoned Retail Commercial (RC), located at 3390 S. Summary:  The applicant is proposing a drive-through carwash, and requesting an average water usage of 46,000 gallons per day.  Growth Management review and approval is required for any commercial use that uses more than 15,000 gallons of water per day.

PUBLIC HEARING
13.A   LU-2021-0216 For Possible Action:  Discussion and possible action regarding a request for a Special Use Permit to allow a congregate care facility for the residential treatment of substance abuse on property zoned General Commercial (GC) located at 1807 E Long Street, APN 002-225-01. (Heather Ferris, hferris@carson.org)

Summary:  The applicant is requesting approval to operate a 38-bed residential treatment facility for substance abuse.  The facility will allow clients to temporarily reside on-site while receiving treatment.  The facility will employ between 12 and 15 staff members including a cook, a director, licensed substance abuse counselors, administrative staff, and peer support staff.  Per Carson City Municipal Code (CCMC) 18.04.135 a congregate care facility is a conditional use in the GC zoning district and therefore requires approval of a Special Use Permit.  The Planning Commission is authorized to approve a Special Use Permit.

13.B   LU-2021-0219 For Possible Action:  Discussion and possible action regarding a request for a Special Use Permit to allow for the construction of a personal storage facility adjacent to residential uses to exceed the 14 foot height limitation, on a property zoned General Commercial (GC), located on the east side of State Street, approximately 350 feet north of E William Street, APN 002-442-03.  (Heather Ferris, hferris@carson.org) Late Material 07.27.2021

Summary: Per Carson City Municipal Code (CCMC) 18.04.135, a personal storage facility is a permitted primary use in the GC zoning district subject to the Carson City Development Standards (CCDS) outlined in Division 1.10.  Per CCDS Division 1.10, subsection 6 storage units that are adjacent to residential areas may not exceed 14 feet in height.  The applicant is proposing a 35,280 square foot, 3-story, 45-foot-tall, personal storage facility with indoor access to each unit and an additional 8,000 square foot warehouse facility, 45 feet in height.  A Special Use Permit is required to exceed the height limitation.  The Planning Commission is authorized to approve a Special Use Permit.

13.C   SUB-2021-0211 For Possible Action:  Discussion and possible action regarding a request for a Tentative Subdivision Map known as East Nye Lane to create 61 single family residential lots on a 17.0+/- acre parcel zoned Mobile home 12,000 (MH12), located east of Otha Street and west of Debbie Way between E Nye Lane and College Parkway, APN 003-232-01.  (Heather Ferris, hferris@carson.org)

Summary:  The applicant is requesting to subdivide a 17.0+/- acre parcel into 61 single family residential lots with a minimum lot size of 8,000 square feet and an average lot size of 8,477 square feet.  The proposed subdivision will also include 0.61 acres of common open space and an average of 4,280 square feet of private open space per lot.  The applicant is seeking to subdivide the land as a Common Open Space development per the provisions of Chapter 17.10 of the Carson City Municipal Code (CCMC).  The Board of Supervisors is authorized to approve a Tentative Subdivision Map.  The Planning Commission makes a recommendation to the Board.

13.D   LU-2021-0218 For Possible Action:  Discussion and possible action regarding a request for a Special Use Permit to allow for a 52-unit attached single family residential development on 3.45 acres zoned Neighborhood Business Planned Unit Development (NB-P), located at 1147 W College Parkway, APNs 007-462-16 and 007-462-17.  (Heather Ferris, hferris@carson.org) Late Material 07.27.2021 Additional Late Material 07.28.2021

Summary:  Carson City Municipal Code (CCMC) 18.04.120 allows a residential use in the Neighborhood Business zoning district as a conditional use.  As it is a conditional use, it may only be established upon approval of a Special Use Permit by the Planning Commission.  This application is made in conjunction with SUB-2021-0215 and VAR-2021-0232. The Planning Commission is authorized to approve a Special Use Permit. 

13.E   VAR-2021-0232 For Possible Action:  Discussion and possible action regarding a request for a variance to reduce the setback along the south-eastern property line, adjacent to John Mankins Park, on 3.45 acres zoned Neighborhood Business Planned Unit Development (NB-P), located at 1147 W College Parkway, APNs 007-462-16 and 007-462-17.  (Heather Ferris, hferris@carson.org)

Summary:  Carson City Development Standards (CCDS) Division 1.18, subsection 4(a) requires a minimum setback of 20 feet when adjacent to a residential zoning district with an additional 10 feet for each story above 1 story.  The applicant is proposing two-story, attached single-family homes and is requesting a variance to allow for a 10-foot setback along the south-eastern property line, adjacent to John Mankins Park.  This application is made in conjunction with SUB-2021-0215 and LU-2021-0219.  The Planning Commission is authorized to approve a variance. 

13.F   SUB-2021-0215 For Possible Action:  Discussion and possible action regarding a request for a Tentative Subdivision Map known as Silver Oak at College Parkway to create 52 lots for attached single family residences on two parcels totaling 3.45 acres zoned Neighborhood Business Planned Unit Development (NB-P), located at 1147 W College Parkway, APNs 007-462-16 and 007-462-17. Summary:  The applicant is proposing to subdivide 3.45 acres into 52 lots for attached single family residential development, with a lot size of 1,237 square feet.  Common open space will be provided throughout the development and each unit will have a private patio and deck area.  This application is made in conjunction with LU-2021-0218 and VAR-2021-0232.  The Board of Supervisors is authorized to approve a Tentative Subdivision Map.  The Planning Commission makes a recommendation to the Board.

**PUBLIC COMMENT LIMITATIONS - The Growth Management Commission and the Planning Commission will, as called to order, each provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is the Growth Management Commission’s and the Planning Commission’s aspirational goal to also provide for item-specific public comment.  In order for members of the public to participate in the Growth Management Commission’s and the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.  Comments may be limited to three minutes per person or topic at the discretion of the Chair or Vice-Chair in order to facilitate the meeting.
