NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting may watch the livestream of the Planning Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

6.A For Possible Action: Discussion and possible action to elect a Planning Commission Chair and Vice-Chair. 

Staff Summary: The Planning Commission elects a Chair and Vice-Chair in January to serve a one-year term for calendar year 2022.

6.B LU-2021-0398 For Possible Action: Discussion and possible action regarding a request to amend a special use permit (“SUP”) to allow for a 36-unit multifamily apartment complex, LU-2019-0077, incorporating additional adjacent parcels into the project site zoned Retail Commercial (“RC”) and Multi-Family Apartments (“MFA”), located at 1421 North Carson Street, APNs 002-136-01, -04, and -05. Staff Summary: On January 29, 2020, the Planning Commission approved a special use permit, LU-2019-0077, to allow for demolition of an existing motel and to replace it with a 36-unit multifamily apartment complex and 3,008 square feet of commercial space.  An administrative time extension was granted to extend the expiration date to January 29, 2022.  The current application proposes residential development within a non-residential zoning district, however, two additional adjacent parcels zoned MFA, are proposed to be added to the project in order to accommodate additional parking and amenities associated with the multi-family project.  The new commercial building square footage has increased to 11,742 square feet and will be located within the RC zoning district along North Carson Street.  The Planning Commission is authorized to approve an amendment to the special use permit.

6.C LU-2021-0449 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) for a multifamily apartment complex on property zoned General Commercial (“GC”) and Multi-Family Apartment – Specific Plan Area (“MFA-SPA”) located at 1630, 1636, and 1650 Brown Street and 3679 and 3689 Gordon Street, APNs 008-303-15, -16, -21, -36, -37, and -39. Staff Summary: On January 29, 2020, the Planning Commission approved a SUP to construct 81 multifamily units on the 2.78-acre site.  The project was not developed, and the SUP expired on January 29, 2021.  The applicant has resubmitted the request but has reduced the number of units from 81 to 78 units.  The Planning Commission is authorized to approve the special use permit.

6.D  LU-2021-0452 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow alternative compliance of the Downtown Mixed Use Standards, specifically standards related to a mixed use requirement, the sidewalk specification, transparency, and building envelope step-back requirements relative to a multi-family residential development on property zoned Downtown Mixed Use (“DT-MU”), located at 201 E. William Street and 222 E. Washington Street, APNs 002-161-06 and 002-161-07. (Heather Ferris, hferris@carson.org). Part 1, Part 2, Part 3. Late Material 1, Late Material 2

Staff Summary:  The applicant is proposing to construct a 207-unit apartment complex known as The Altair.  As the property is located in the Downtown Mixed Use zoning district, development must meet the standards identified in Division 6 of the Development Standards.  Alternatively, per CCMC 18.07.025, the applicant may seek a special use permit to allow for alternative compliance.  The Planning Commission is authorized to approve a special use permit.

**PUBLIC COMMENT LIMITATIONS - The Planning Commission will, as called to order, each provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item-specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code. Comments may be limited to three minutes per person or topic at the discretion of the Chair or Vice-Chair in order to facilitate the meeting.
