Planning Division
The Planning Division coordinates land development, current and long-range planning and zoning matters, environmental and historic preservation, and special project-related programs within Carson City, to a multitude of clients, while achieving a dynamic community balance between competing interests, with a strong commitment to excellence, consistency and accuracy.
Established in 1976, the Planning Division’s primary role is to provide unified coordination of the City’s land development activities and to serve the citizens of Carson City, the Board of Supervisors, the Planning Commission, the City Manager and other City departments regarding the physical development of the community.

South Carson Neighborhood Improvement District (SCNID) Assessment FY 2026

East William Street Neighborhood Improvement District (EWNID)
Carson City is proposing a Neighborhood Improvement District (NID) for the East William Street corridor to support a transformative Complete Streets Project. This innovative initiative will span from North Carson Street to I-580, focusing on creating a more accessible, safe, and aesthetically pleasing urban environment. The project aims to enhance pedestrian and cyclist connectivity, improve business access, and create a welcoming gateway into the city through comprehensive infrastructure improvements including new bike lanes, improved lighting, landscaping, and critical utility upgrades.
The proposed NID represents a strategic approach to funding and maintaining these critical urban improvements. Approved by the Carson City Board of Supervisors as part of a 2014 sales tax initiative, the district will provide sustainable, dedicated funding for ongoing maintenance of the corridor. This includes essential services such as sidewalk cleaning, landscape maintenance, and trash receptacle servicing. Similar districts have already been successfully implemented for Downtown Carson, Curry, and South Carson Street Streetscape Projects, demonstrating the city's commitment to long-term urban development and preservation.
