4.A For Possible Action: Discussion and possible action regarding an application to approve a Beer/Wine Only Liquor License (LIQUOR-006816-2021) with Michael Epps as the liquor manager for A to Zen located at 1803 N Carson Street, Carson City, NV 89701. 

Recommendation: To approve an application for a Beer/Wine Only Liquor License with Michael Epps as the liquor manager for Mike Epps & Meredith Epps dba A to Zen at 1803 N Carson Street, Carson City, NV 89701 subject to the following approval. 

4.B For Possible Action:  Discussion and possible action regarding an application to approve a Dining Room with Hard Liquor License (LIQUOR-006781-2021) with Evelyn Espinoza as the liquor manager for Eve’s Eatery located at 402 N Carson Street, Carson City, NV 89701. 

Recommendation: To approve an application for a Dining Room with Hard Liquor License with Evelyn Espinoza as the liquor manager for Francisco Miguel Espinoza Castillo dba Eve’s Eatery at 402 N Carson Street, Carson City, NV 89701 subject to the following approval.

4.C For Possible Action:  Discussion and possible action regarding an application to approve a Packaged Liquor License (LIQUOR-006730-2021) with Yahaira A. Wagner as the liquor manager for Rand Avenue Convenience Store located at 1800 E William St. #14 & #12, Carson City, NV 89701. 

Recommendation: To approve an application for a Packaged Liquor License with Yahaira A. Wagner as the liquor manager for M.Y MACIAS GOMEZ, LLC dba Rand Avenue Convenience Store at 1800 E William St. #14 & #12, Carson City, NV 89701 subject to the following approval.

**PUBLIC COMMENT:  Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
