NOTICE TO THE PUBLIC
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting may watch the livestream of the Planning Commission and meetings at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

6.A  SUB-2021-0399 For Possible Action: Discussion and possible action regarding a request for a tentative subdivision map for a common open space development known as East Robinson Street and North Saliman Road – Blackstone Ranch North to create 137 single family residential lots on a ±41.07 acre portion of a ±78.81 acre site within the Lompa Ranch North Specific Plan Area on property zoned Multi-Family Duplex (“MFD”), Multi-Family Apartments (“MFA”), and General Commercial (“GC”), located west of Interstate 580, north and east of Robinson Street, and south of East William Street, APNs 010-041-39 and 010-041-52. Summary: The applicant is requesting to subdivide a ±41.07-acre site into 137 single family residential lots with a minimum lot size of 3,500 square feet and a maximum lot size of 6,791 square feet. The proposed subdivision will also include ±5.89 acres of common open space including a clubhouse. The applicant is seeking to subdivide the land as a Common Open Space development per the provisions of Chapter 17.10 of the Carson City Municipal Code (“CCMC”). The Board of Supervisors is authorized to approve a Tentative Subdivision Map.  The Planning Commission makes a recommendation to the Board.

6.B LU-2021-0346 For Possible Action:  Discussion and possible action regarding a special use permit to retain an existing billboard on property zoned General Commercial (“GC”) located at 4440 Hwy 50 East, APN 008-281-11. (Heather Ferris, hferris@carson.org). Supporting Material, Late Material

SUMMARY:  The applicant is requesting to retain the existing billboard in its present location.  No changes are proposed for the billboard.  Per Carson City Development Standards section 4.8.3(2), a special use permit issued for a billboard automatically expires five years from the date of issuance.  The previous special use permit was approved on November 30, 2016.  The Planning Commission is authorized to approve a special use permit. This item was continued from the October 27, 2021 Planning Commission meeting to provide the applicant time to work on lighting issues with nearby residents. 

6.C ZA-2021-0371 For Possible Action:  Discussion and possible action regarding a zoning map amendment to change the zoning from General Commercial (“GC”) to Limited Industrial (“LI”) for parcels located at 788 and 900 Fairview Drive, Assessor’s Parcel Numbers (“APNs”) 009-551-08 and 009-551-31. Summary:  At its meeting of January 21, 2021, the Board of Supervisors identified the subject area as appropriate for a mapping correction.  The proposed amendment would rezone the properties back to what it was prior to being changed to GC for a school use.  The proposed LI zoning is consistent with the current zoning of surrounding properties to the north, east, and west.  The Planning Commission makes a recommendation to the Board.  This item was continued from the November 16, 2021 Planning Commission meeting. 

6.D MPA-2021-0416 For Possible Action: Discussion and possible action regarding recommendations to the Board of Supervisors concerning the annual Master Plan report. (Hope Sullivan, hsullivan@carson.org). Supporting Material.

Summary: State law (NRS 278.190) requires the Planning Commission to annually make recommendations to the Board of Supervisors regarding the implementation of the Master Plan. Staff will provide the Planning Commission with information regarding past, current and future Master Plan implementation actions for the Commission’s consideration.

6.E LU-2021-0308 For Possible Action: Discussion and possible action regarding a request for a special use permit to allow for a slaughterhouse on property zoned General Industrial (“GI”), located on the south side of Hwy 50 E and east of Detroit Road, portions of APNs 008-371-38, 008-371-39, and 008-371-10.  (Heather Ferris, hferris@carson.org). Summary: The subject parcels are currently involved in a lot line adjustment (LLA-2020-0007) that, in part, will result in a 4.43-acre parcel, on which the applicant is proposing a slaughterhouse.  The facility will include a building, approximately 5,000 square feet in size, for processing, storage, and retail sales, and a 5,600 square foot indoor corral/holding area for animals awaiting processing.  The applicant proposes processing no more than 60 animals (including beef, goat, lamb, and swine) per week with animals being on-site in the corral for no more than 24 hours prior to processing.  Additionally, the applicant will offer the processing of wild game.  A maximum of 3 times per year, additional animals may be processed to serve the needs of local events such as fairs.  There will also be a small retail component to this facility where the applicant will offer pre-packaged meats for sale.  A slaughterhouse is a conditional use in the GI zoning district under section 18.04.150 of the Carson City Municipal Code (“CCMC”); therefore, a special use permit is required.  The Planning Commission is authorized to approve a special use permit.

**PUBLIC COMMENT LIMITATIONS - The Planning Commission will, as called to order, each provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item-specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair and Vice-Chair also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code. Comments will be limited to three minutes per person or topic in order to facilitate the meeting.
