Nevada Sustainable Transportation Funding Study

During the 2021 session, the Nevada Legislature enacted Assembly Bill (AB) 413, which drew on the previous year’s work conducted pursuant to Senate Concurrent Resolution 3. Passed unanimously by both the Nevada Assembly and Senate, AB 413 established an Advisory Working Group (AWG) and charged the AWG with investigating the transportation funding needs of the state and providing recommendations for future sustainable funding options in light of the state’s interest in transitioning to ZEVs.

The AWG focused its efforts on identifying appropriate mechanisms for generating transportation revenue and did not make a recommendation or proposal to raise revenue in any specific quantity or at any specific tax or fee rate. Instead, the AWG made a series of recommendations that collectively offer to the Nevada Legislature a blueprint for how to deploy several funding mechanisms in the near term and long term capable of providing sustainable funding that aligns with the guiding principles adopted by the group.

Curry Complete Streets Project 

The Curry Street Complete Street Project aims to widen and reconstruct the road to include bike lanes, provide new pedestrian connections, and provides additional stormwater infrastructure crucial for preventing flooding and preserving the natural environment. The project is located between Rhodes Street and the northern edge of the USFS parcel, APN 00306309.

Curry Street includes bike and pedestrian facilities to the south and north of the project area. To better serve all Curry Street users in this area, provide connectivity for existing facilities, and promote safety at this high-speed, low-sight-distance location, geometric changes are necessary. Carson City has received congressional-designated funding, as well as other federal STBG funding from CAMPO for this project, which will improve safety and connectivity through complete street elements at this location.

The Vulnerable User Pedestrian Safety Improvement Project will improve pedestrian and bicycle safety near Carson Middle School and Bordewich Bray Elementary School in west Carson City to promote safe and accessible transportation options for students, staff, and community members. The project was identified through Carson City’s Safe Routes to School Master Plan. The Project area includes the following streets:

• 5^th Street - between Thompson Street and Richmond Avenue,
• Musser Street - between Mountain Street and Richmond Avenue, and
• Telegraph Street - between Mountain Street and Richmond Avenue.

The project includes the construction of new sidewalks to close existing sidewalk gaps and the reconstruction of existing sidewalks and ADA compliant curb ramps and driveways. Along with vulnerable user safety improvements, roadway improvements will include a slurry seal to preserve the existing condition of the pavement along these local streets. Carson City Public Works (CCPW) staff has been coordinating with nearby property owners to discuss project improvements along their specific properties.

The construction contract for the project was awarded by the Carson City Regional Transportation Commission in February 2026. An internal pre-construction meeting was held in late April 2026. Construction of the project is anticipated to begin in early June. CCPW will require a future contractor to notify residents prior to construction near any residential or business driveways. The bulk of construction is expected to take place between June and September. While access to your property will be maintained, please follow all road closures and detours.

District 1 – College Pkwy & Airport Road Pavement Preservation Project

This project is a pavement preservation project along College Parkway and Airport Road. The project limits are as follows: Airport Road - Between College Pkwy and Hwy 50. College Parkway - Between N. Lompa Lane and Hwy 50. The project scope includes the placement of a chip seal on the pavement along with updates to signing and striping and minor sidewalk modifications for compliance with the Americans with Disabilities Act, (ADA). The project is being designed by Carson City Public Works (CCPW).

CCPW awarded a contract for construction in January 2026. Construction began in March 2026 and is expected to continue through August 2026. Work will be occurring on both Airport Road and College Parkway. Please use caution and follow all detours.

The Carson City Multi-Use Project includes the construction of a new paved multi-use path along Roop Street and Governors Field to the end of the Linear Ditch Trail. The project also includes reconstruction of the curb ramps at the intersection of Ash Canyon Road and Longview Way as well as the rehabilitation of other existing city-wide multi-use pathways including paths along Saliman Road, 5^th Street, and Fairview Drive. This is a federally funded project using a Transportation Alternative Program Grant which is specifically allocated to pathway type projects. This funding cannot be used for roadway pavement.

Construction of the project will begin in May 2025 with work along S. Carson Street and along Roop Street. Work will continue through the summer. Please follow the posted detours. The total cost budget for the project is $1.63M including 1.55M in federal funding. The total cost of construction is $1,305,000

 District 3 East Fifth Reconstruction Project

Update September 18, 2024:

Construction on 5th Street has been completed.

This project was directed by the RTC board on May 10, 2023, to revise the project scope as the following. E. 5th Street between Carson River Road and Marsh Road will have pavement reconstruction, pavement rehabilitation, a new right-turn lane (intersection of Carson River Road and 5th Street), waterline enhancements, ADA curb ramp improvements, curb, gutter and sidewalk reconstruction, multi-use path enhancement, drainage, landscaping, and utility cover adjustments. Improvements to the roundabout at 5th Street and Fairview Drive have been postponed until additional funding can be secured.

The project is a transportation infrastructure projects for Pavement Performance District 3. It was identified as being a Major Rehabilitation/Reconstruction Project due to the deteriorating pavement condition and includes a combination of rehabilitation and pavement preservation treatments. Improvements along E. 5th Street will improve pedestrian safety for children and families walking to and from Eagle Valley Middle School as identified in the 2020 Safe Routes to School Master Plan. Lastly, the Water Utility Division has identified the need to replace the waterline along E. 5th Street. This replacement will be included as a component of the project.

District 5, Winnie Lane Reconstruction Project

Update September 18, 2024:

Construction on Winnie Lane has been completed.

Winnie Lane Reconstruction Project Documents

Carson City Public Works (CCPW), and the Transportation Division, are planning to reconstruct Winnie Lane between North Carson Street and Mountain Street. Located in Performance District 5, the project includes the full depth removal and replacement of the asphalt pavement along with required compliance with the Americans with Disabilities Act (ADA) to replace failing concrete sidewalk, and non-ADA compliant curb ramps and driveways.

Winnie Lane has a pavement condition index (PCI) of ‘Very Poor’ to ‘Serious’ as measured by recent pavement surveys. Design was recently completed in October 2023. The project cost is $1,420,000.

In March 2024, the RTC awarded the project to Sierra Nevada Construction. They contractor has set a tentative construction start date of June 3, 2024. Construction is anticipated to continue through August. During construction, residents in the area should expect minor delays and periodic lane and road closures. Parking along Winnie Lane will also be restricted. It is the City’s goal to keep full road closures to a minimum, but there may be short periods of time that full closures may take place. Access to driveways may also be affected at times during construction. Stay tuned for more construction updates!
