Customer utility bills will have a different look, and will be more user-friendly so that customers can find and review utility billing information and consumption history. In addition, this new utility billing program will also allow customers to manage all aspects of their utility account through a new online portal, where the customer can view, print, and pay utility bills.

The Carson City Utility Billing Division maintains records of water consumption, sewer use and payment histories for each utility customer and performs the monthly billing for these services.

Please Note: You will continue to receive your utility bill by mail until further notice.
Carson City Utilities is municipally owned and operated, governed by the rules and regulations set forth in Title 12 of the Carson City Municipal Code. Carson City is divided into three billing cycles per month. Billing cycles cannot be changed.

There are several ways customers may pay their bills:

By mail: Use the provided return envelope or one of your own
For checks: please make payable to Carson City Utilities and write your account number on the check for proper distribution.
Billings
All customers must be the owners of the property for which service is established. If the property is a rental, the account shall be established in the property owner's name and billing must go to the property owner. The owner will be held responsible for payment of all outstanding balances.
Service Establishment and Re-establishment Charge
An establishment fee will be billed for each new account or any time service is re-established at an existing location and will appear on the first or second bill. If service is turned off because of nonpayment, the total balance due plus a reconnection charge must be paid and credit re-established before service will be restored. A lien on the property will be filed for all unpaid accounts.
Right to Access
The City shall have the right of access to and from the customer's premises for any purpose connected with the service of water to the customer. Water meter boxes must be kept unobstructed at all times. If we are unable to read your meter(s) because of circumstances beyond our control, we will bill you based upon estimated usage for that billing period.
Stopping Service
Please notify us at least one business day in advance of the date you wish service to be disconnected. Also, please provide us with your new address so we can forward your closing statement and any applicable refunds.
Water Service
Water meters are read approximately the same time each month and customers are billed on a per thousand gallon use basis (Tgal = thousands of gallons).
Sewer Service
Commercial sewer use charges are based on each thousand gallons of water that registers through the water meter. Residential sewer use charges are a flat monthly rate. There is a monthly service charge whether or not any water or sewer is used.
Storm Water Utility
The storm water utility rate is used to fund many different aspects of Carson City's community-wide program to provide flood protection and information, storm water infrastructure, facility maintenance and water quality protection. The monthly rate is based on a residential unit, which is then multiplied by a factor for other higher storm water generators

WATER, WASTEWATER and STORMWATER RATES
BEGINNING JULY 2025
Dear Carson City Utilities Customer,
This letter is to inform you of the rates for water, wastewater, and stormwater services that will go into effect for the July 2025 billing cycle. At the December 3, 2020, Board of Supervisors’ meeting, the Board of Supervisors approved an ordinance adopting annual rate increases for the water, wastewater, and stormwater utilities based upon the previous year’s percentage increase in the Consumer Price Index-All Urban Consumers (CPI-U) for the west urban area; the increase for this year is 2.5%.
For our average residential customer, a monthly increase of approximately $1.43 for water and $1.12 for wastewater should be anticipated, although actual impact will vary based on customer type and actual usage.
Stormwater rates will see an increase, which will vary depending on the customer size. Single-Family Residential is classified by the size of the house; for most residential customers a monthly increase of $0.19 should be anticipated.

Water Service Restoration Charge Notice
What: Service reconnection (“turn on”) fees per CCMC 12.01.190
Per Carson City Municipal Code (CCMC) 12.01.190(3) Restoration of Service, we are required to charge a fee for restoration of water service after service has been turned off for any reason including customer request, nonpayment, or violations. Historically, this fee has not been charged. The fees are as follows:
- Every request for a water turn-on will be assessed a fee of $25. If possible, the City will make reconnection during regular working hours on the day of the request, otherwise reconnection will be made on the next regular working day.
- For reconnection requests outside regular working hours, the City will make the reconnection if practicable under the circumstances. Water turned on outside regular working hours will be assessed a service fee of $130 in addition to the $25 fee for restoration of service. Regular working hours are Monday through Friday, 7:00 AM - 5:30 PM.
When: These fees will start being assessed on January 1, 2022.
How: Fees will be added to the customer bill on the next bill cycle after water is restored.
Why: These fees are required per CCMC 12.01.190(3) Restoration of Service:

Restoration of Service
A. Reconnection Charge. Where service has been discontinued for violation of this chapter or for nonpayment of bills, the city shall charge $25.00 for reconnection of service during regular working hours, or $25.00 plus the actual cost incurred by the City for reconnection of service at other than regular working hours when the customer has requested that the reconnection be made at other than working hours. For restoration of service that has been discontinued for reasons other than those detailed above, the restoration charge shall be $25.00 for reconnection made during regular working hours, or $25.00 plus the actual cost incurred by the City for reconnection of service at other than regular working hours. (For emergencies see Section 12.01.190(1)(C).)
B. To Be Made During Regular Working Hours. The City will endeavor to make reconnections during regular working hours on the day of the request, if conditions permit; otherwise, reconnections will be made on the regular working day following the day the request is made.
C. To Be Made At Other Than Regular Working Hours. When a customer has requested that the reconnection be made at other than regular working hours, the City will reasonably endeavor to so make the reconnection if practicable under the circumstances but will be under no obligation to do so, unless an emergency exists.
We are sending out this notice, so residents and businesses are aware of this fee per CCMC and have plenty of time to prepare for water turn-on fees from the City.

- PURPOSE:
The following utility rate schedules establish the utility rates for the water, wastewater, and stormwater utilities for all customer classifications, and fees charged to any person or customer utilizing the specified services provided by Carson City. The following rates are found and declared to be reasonable and just, taking into consideration: the cost and value of the systems; the cost of maintaining and operating the systems; the necessary allowances for depreciation; the amount necessary for the retirement of all bonds and other securities payable from revenues of the systems; the interest accruing on all such securities; and necessary and appropriate reserves.

UTILITY RATEPAYER ASSISTANCE PROGRAM
The Utility Ratepayer Assistance Program (URAP) is in place to assist homeowners who may need help paying their water/sewer utility bills. This program is managed by Friends in Service Helping (F.I.S.H.).
ELIGIBILITY FOR ASSISTANCE:
- Must be the person whose name the utility account is open under or the tenant of a property who is responsible for payment of the account under the terms of a lease or rental agreement
- Applicant has resided in Carson City for no less than 12 months
- Applicant’s annual household income does not exceed 200% of the federal poverty rate
- Applicant has not received assistance pursuant to this chapter in the past 12 months
- Applicant has not violated any provisions of CCMC 12.035.100
HOW TO APPLY:
- Contact F.I.S.H for an application to apply for assistance
- F.I.S.H. will determine eligibility and amount of assistance (not to exceed $400 in any 12-month period)
- Amount of assistance will be applied to monthly utility account*
* Assistance is based on the availability of donations and funding available in the URAP account, and Carson City Utility Billing will not waive fees owed for water/sewer service if the URAP account has no funds to assist a homeowner. In addition, approval for URAP does not imply or guarantee continued monthly assistance. Please be sure to speak with F.I.S.H. for more details about URAP.
