PUBLIC INFORMATION ON A FORMAL AMENDMENT TO THE CARSON AREA METROPOLITAN PLANNING ORGANIZATION (CAMPO) TRANSPORTATION IMPROVEMENT PROGRAM

CAMPO FFY 2025-2028 TIP

A Formal Amendment is proposed to Carson Area Metropolitan Planning Organization’s (CAMPO) Federal Fiscal Year 2025-2028 Transportation Improvement Program (TIP). The amendment revisions include updates to existing projects.

The TIP is a four-year programming document for projects that are federally funded and are of regional significance within the metropolitan planning area. The minimum 14-day public comment period, for review of the proposed TIP amendment, opened on March 21, 2026, and ends on April 4, 2026. Staff are available Monday through Friday (except holidays) between 8:00 a.m. and 5:00 p.m. to meet with the public and to answer any questions regarding the TIP. Public comments are encouraged during this time.

PUBLIC INFORMATION AND COMMENT ON AN ANNUAL UPDATE TO THE FISCAL YEAR 2027 AND FISCAL YEAR 2028 UNIFIED PLANNING WORK PROGRAM (“UPWP”)

CAMPO FY 2027-2028 UPWP

NOTICE OF THIRTY (30) DAY PUBLIC COMMENT PERIOD ON AN ANNUAL UPDATE TO THE FISCAL YEAR 2027 AND FISCAL YEAR 2028 UNIFIED PLANNING WORK PROGRAM. This announcement is being initiated as required by CAMPO’s Public Participation Plan which requires a thirty (30) day public comment period before the draft annual update to the UPWP document may be approved. The thirty (30) day public comment period opened on March 4, 2026, and will close end of day, April 3, 2026. Public comments will also be accepted on March 11, 2026, and April 8, 2026 during the regularly scheduled CAMPO meetings. Copies of the draft are available at the Carson City Public Works Department office located at 3505 Butti Way and on the CAMPO website at www.carsonareampo.com.

The UPWP defines the continuing, comprehensive, and cooperative regional transportation planning process for CAMPO. It establishes the Carson Area MPO regional planning objectives and priorities for Fiscal Years 2027 and 2028, covering the period of July 1, 2026, through June 30, 2028, and includes a corresponding budget to complete the work. Staff is available Monday through Friday between 8:00 a.m. and 5:00 p.m. to meet with the public and to answer any questions regarding the UPWP. Public comments are encouraged during this time.

About CAMPO

The Role of Carson Area Metropolitan Planning Organization (CAMPO)

The U.S. Census Bureau designated the Carson City urbanized area in 2002. In 2003, the Governor of Nevada designated CAMPO as the agency responsible for metropolitan transportation planning in the Carson City urbanized area, which consists of Carson City, northern Douglas County, and western Lyon County. CAMPO is responsible for creating and updating the following documents.

Unified Planning Work Program (UPWP)
The UPWP is a statement of work identifying the planning priorities and activities to be undertaken within the CAMPO planning area. The UPWP includes a description of planning work and resulting products, details on whom will perform the work, the timeframe for completing each of the work elements, the cost of each of the work elements and the source of funding for each of the work elements.

Transportation Improvement Program (TIP)
The TIP is a prioritized listing of transportation projects covering a period of four years that is developed and formally adopted by CAMPO as part of the metropolitan transportation planning process.

Regional Transportation Plan (RTP)
The RTP is the official multimodal transportation plan that addresses a minimum 20-year planning horizon that is developed, adopted and updated by CAMPO through the transportation planning process.

Public Participation Plan (PPP)
The PPP is developed in consultation with all interested parties and describes the procedures, strategies and desired outcomes of the public participation process as it pertains to the CAMPO transportation planning process.

Nevada Unified Certification Program

CAMPO is a voting member of NUCP, for the purpose of certifying Disadvantaged Business Enterprises (DBEs) who wish to participate in U.S. Department of Transportation-assisted projects in the State of Nevada.

Meetings of the NUCP Committee are generally held on the last Tuesday of each month, at 10:00 a.m. Physical meeting locations rotate each month between the northern and southern parts of the state, but there is opportunity to attend by conference call as well. CAMPO Board

The CAMPO Board is the official governing body that approves and directs recommendations to staff. The Board is comprised of seven voting members from Carson City, Douglas County and Lyon County, and one Nevada Department of Transportation non-voting ex officio member. Each voting Board member is appointed by their respective county.

Staffing

In addition, Carson City Public Works employees provide the staffing for the CAMPO operations. The Transportation Manager is the principal staff person for administration of all CAMPO activities. The transportation planners primarily prepare federally required CAMPO planning documents and are responsible for completing CAMPO's Unified Planning Work Program. The Transit Coordinator is responsible for verifying and applying for FTA and FHWA funds, and is the primary contact person for duties related to CAMPO's role as the Designated Recipient and Grantee.
