NOTICE TO PUBLIC:
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Carson City Cultural Commission (“Commission”) meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt, or render unavailable continuous livestream capability.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes for each speaker.

4. For Possible Action: Approval of Minutes – Carson City Cultural Commission meeting of June 12, 2023

5.A. For Discussion Only: Presentation and discussion regarding an update on Carson City Arts and Culture Activities. (Dan Earp, djearp@carson.org)
Staff Summary: The Carson City Parks, Recreation and Open Space Department (“Parks Department”) Recreation Superintendent will provide an update on all Arts and Culture Program activities since the last Carson City Cultural Commission meeting held on June 12, 2023; among other things, the Carson Street Roundabout Project; summer program recap; introduction of new Recreation Program Supervisor-Arts and Culture. Eric Brooks from Sierra Arts Foundation will provide an update on the Carson City Murals and Music Festival.
5.B. For Possible Action: Discussion and possible action regarding a recommendation to the City Manager or Board of Supervisors regarding murals on walls of the Carson City Library and the Carson City Community Center as part of the Murals and Music Festival. (Dan Earp, djearp@carson.org)
Staff Summary: The Murals and Music Festival will create nineteen murals on walls throughout Carson City over the course of the weekend of September 28-30, 2023. Most of the murals will be painted on walls belonging to private owners. However, two public walls owned by Carson City have been identified as potential sites. These walls are the South wall of the Carson City Community Center, East wall of the Carson City Library. A public art review panel was organized and reviewed each location and design in accordance with the Public Art Policy.

**PUBLIC COMMENT LIMITATIONS - The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
