NOTICE TO PUBLIC:
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Carson City Cultural Commission (“Commission”) meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt, or render unavailable continuous livestream capability.
The public may provide public comment in advance of a meeting by written submission to the following email address: parkspubliccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes for each speaker.

4. MEETING ITEM(S):
4.A. For Discussion Only: Presentation and discussion regarding an update on Carson City Arts and Culture activities. (Dan Earp, djearp@carson.org)
Staff Summary: The Carson City Parks, Recreation and Open Space Department (“Parks Department”) Recreation Superintendent will provide an update on all Arts & Culture Program activities since the last Carson City Cultural Commission meeting held on March 13, 2023. The Carson City Culture & Tourism Authority (“CTA”) Arts & Culture Program Manager, Debra Soule, will provide an update on arts & culture activities from Visit Carson City, and Eric Brooks from Sierra Arts Foundation will provide an update on the Carson City Murals and Music Festival.
4.B. For Discussion Only: Presentation and discussion regarding the Carson City Cultural Commission 2022 Annual Report and 2023 Work Plan. (Dan Earp, djearpn@carson.org)
Staff Summary: Under CCMC 2.41.060 the Carson City Cultural Commission must submit an annual report and work plan to the Board of Supervisors by May 1 of each year. The 2022 Annual Report and 2023 Work Plan was submitted by Sierra Scott and approved by the Board of Supervisors on April 20, 2023. (Dan Earp, djearp@carson.org)
4.C. For Possible Action: Discussion and possible action regarding a recommendation to the Carson City Redevelopment Authority ("RDA") for the allocation of Fiscal Year ("FY") 2024 Redevelopment District Arts and Culture Grant funding of up to $25,000 among any or none of the following applicants: Wild Horse Productions, Mile High Jazz Band, Capital City Arts Initiative, The Birdhouse Group LLC dba The Downtown Vintage Market, Carson City Symphony Association, Nevada Dance Company (New Project), Nevada Dance Company (Recurring Project), Carson City Historical Society (New Project), Carson City Historical Society (Recurring Project), Latino Arte and Culture and the Children's Museum of Northern Nevada (Dan Earp, djearp@carson.org)
Staff Summary: The Carson City Cultural Commission ("Commission") will evaluate the applications and make recommendations to the RDA regarding the allocation of Redevelopment District Arts and Culture Grants which are intended to support new arts and culture initiatives that are located within or that benefit the Carson City Redevelopment District(s) and serve to implement the Carson City Arts and Culture Strategic Plan 2022-2026 ("Plan").

**PUBLIC COMMENT LIMITATIONS - The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
