NOTICE TO THE PUBLIC:

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Carson City Cultural Commission (“Commission”) meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt, or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: parkspubliccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes for each speaker.

3.    For Possible Action: Approval of Minutes - October 18, 2022

4.    Special Presentation:

 4.a   Recognition of Karen Abowd's 14 years of service on the Carson City Cultural Commission from 2008-2022. (Sierra Scott, siscott@carson.org)

5.    Meeting Items:

 5.a   For Possible Action: Discussion and possible action regarding the election of a Chair and Vice-Chair for the Carson City Cultural Commission ("Commission"). (Sierra Scott, siscott@carson.org)

Staff Summary: Section 2.41.060(1) of the Carson City Municipal Code requires the members of the Commission to elect a Chair and a Vice-Chair of the Commission at the first meeting of the Commission each year.

 5.b   For Discussion Only: Presentation and discussion regarding an update on Carson City Arts and Culture activities. (Sierra Scott, siscott@carson.org and Debra Soule, dsoule@visitcarsoncity.com)

Staff Summary: The Carson City Parks, Recreation and Open Space Department (“Parks Department”) Arts and Culture Supervisor and the Carson City Culture & Tourism Authority (“CTA”) Arts & Culture Program Manager will provide an update on all Arts & Culture Program activities since the last Carson City Cultural Commission meeting held in October 2022.

5.c   For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors ("Board") concerning the scope of work and project goals for the South Stewart Street Roundabout Gateway Monument Public Art Project ("Project"). (Sierra Scott, siscott@carson.org)

Staff Summary: Under the Carson City Public Art Policy, the scope of work and project goals for public art projects must be presented to the Carson City Cultural Commission ("Commission") for review and recommendation to the Board.

5.d   For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors ("Board") concerning the proposed Carson City "Murals and Music Festival" tentatively scheduled for October 2023. (Sierra Scott, siscott@carson.org and Eric Brooks, Sierra Arts Foundation)

Staff Summary: Per the Carson City Public Art Policy Item #6.7 Public Art Selection for Unique Opportunities, "a unique opportunity for public art will be determined through the recommendation of the Carson City Cultural Commission and at the discretion of the City Manager." The Carson City Murals and Music Festival is a unique opportunity for creating public art in partnership with the Sierra Arts Foundation and the Brewery Arts Center. If recommended, the Carson City Cultural Commission's recommendation will be submitted to the City Manager.

**PUBLIC COMMENT LIMITATIONS - The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
